The role:

As an associate planner in ODOT’s Region 1, you will help evaluate and address the potential impacts of land development actions on state-owned transportation infrastructure across four counties: Multnomah, Washington, Clackamas and Hood River. You will also have the opportunity to be a part of developing long-range plans that shape of the future of the region.

A day in the life:

  • Work closely with colleagues in a team setting.
  • Review development proposals, considering the state Transportation Planning Rule (TPR), local land development ordinances, ODOT access management regulations and other applicable statutes, plans and regulations.
  • Use your judgement and work with other ODOT disciplines to respond to proposals that affect ODOT facilities.
  • Explain ODOT policies to developers, local governments, regional partners, the public and others.
  • Negotiate and propose solutions to settle planning problems. Develop and maintain professional relationships with local jurisdiction staff, consultants and the development community.
  • Contact partners to inform of new planning guidance and updated rules for the development review program.
  • Serve on ODOT project delivery teams to inform project decisions and direction.
  • Collaborate with local jurisdiction staff on long range projects to ensure ODOT interests are addressed.
  • Identify issues requiring ODOT technical review, such as traffic analysis.
  • Work with local jurisdictions to identify potential State Transportation Improvement Program (STIP) projects. Find and help secure funding sources.
  • Work in an office environment, with off-site meetings, including evening meetings. Will periodically inspect project sites.

What we need:

  • A Bachelor’s Degree in Urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field;

AND

  • One year of progressively responsible planning experience related to the job.

Note: A Master’s Degree in Community, Urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field may substitute for one (1) year of experience.

OR

  • Four years of progressively responsible planning experience related to the job.

NOTE: Course work in Urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field can substitute for up to two (2) year of the progressively responsible experience.

The goal of this recruitment is to fill this position at a Planner 2 level. However, we encourage candidates who meet the minimum qualifications for a Planner 1 ($3,698 – $5,683) to apply, as we may consider under-filling the position until the selected candidate meets the minimum qualifications for a Planner 2. Under-fill training will not exceed three years.

What we need for a Planner 1 under-fill:

  • A Bachelor’s Degree in Urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field;

OR

  • Three years of progressively responsible planning experience related to the position.
  • NOTE: Course work in Urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field can substitute for up to one (1) year of the progressively responsible experience.
